Christa Freemantle was appointed city clerk in 2003. As a chartered department head and member of the executive management team, Christa manages compliance with the Political Reform Act, including lobbyist employer reports, campaign financial disclosure, and conflict of interest filings. Christa coordinates Folsom’s municipal elections, including the ballot measure process, and assists City Council candidates in meeting their election obligations before and after elections. She oversees all aspects of the production of the City Council meeting agenda packets. She also ensures that City Council meetings occur in an open and public forum in compliance with the California Brown Act.
Before joining the City of Folsom, Christa worked as the city clerk in Jackson, California, where she managed the city clerk’s department and coordinated municipal elections. Her professional career in municipal government spans more than 25 years.
Christa is a California native. She earned a Bachelor of Arts in political science summa cum laude from Southern New Hampshire University. Christa also earned the Certified Municipal Clerk (CMC) credential from the International Institute of Municipal Clerks. Christa serves on the League of California Cities Governance, Transparency and Labor Relations Policy Committee. She is a member of the International Institute of Municipal Clerks, the American Political Science Association, and the International Political Science Association.
