Lead Assessment Program
As part of a nationwide effort required by the United States Environmental Protection Agency (EPA) and the State Water Resources Control Board – Division of Drinking Water (DDW), the City of Folsom is required to create a water service line inventory to comply with the EPA’s Lead and Copper Rule Revisions. This inventory will assist the City in identifying the presence or absence of lead water service lines in the water system. As part of the effort, the City is seeking assistance from residents and business owners by completing the survey below. This survey will allow the City to document the water service line material for the property owner’s portion of the water service line between the water meter and the property.
Every community water system is required to complete this water service line inventory to comply with the EPA’s Lead and Copper Rule Revisions. The initial water service line inventory must be submitted to DDW by October 16, 2024. The City will continue to accept pipe survey information after October 16, 2024 and update its inventory list of water service line material throughout the water distribution system. Information about the EPA’s Lead and Copper Rule Revision is available on the EPA website.
About Your Drinking Water
The City’s drinking water is lead-free when it leaves the water treatment plant. However, water can absorb lead through pipes if it flows through a property containing lead pipes. The City only maintains the water service line from the water main to the water meter, and each home/business owner is responsible for the portion of the service line from the water meter to the property and inside the property. The EPA banned the use of lead materials (pipe and solder) for potable water distribution in 1986 and California enforced the lead ban starting on July 1, 1986.
About the Survey
This survey does not apply to properties built after 1986 and owners of these properties do not need to fill out the survey due to the EPA’s lead ban. Residents and businesses occupying properties built in 1986 or before should complete the survey. The survey takes about ten minutes to complete.
