Rates
The city provides water, wastewater (sewer), and solid waste (trash) service to more than 22,000 residential and non-residential customers. Monthly water, wastewater, and solid waste rates paid by customers are the primary source of revenue for the City’s Water, Wastewater, and Solid Waste Divisions.
Rates fund utility operations and maintenance, including, but not limited to:
- Utility vehicle replacement
- Equipment and supplies
- Compliance with changing state and federal regulations
- Repair and replacement of existing and aging utility infrastructure
- Debt service for previous capital improvements to the city’s water treatment plant and facilities

The rates are dependent on the size of your garbage can. The following rates include the garbage, recycling, and organics cans; household hazardous waste collection and bulky waste service.

*Recycling containers with recurring contamination will be charged as trash at the extra pickup rate. Call 916-461-6730 for details. Please check out this list of acceptable and non-acceptable items that can be placed in the mixed recyclables bins. All recyclables must be placed loosely in the bins (no bags).
A dumpster switch-out fee of $97 applies when changing the size of an existing container at your location.
Biweekly recycling may also be available in 65 or 96-gallon carts for $58.25 per month.

- All prices include empty and return of customer-owned compactor.
- Contaminated loads will result in additional disposal fees.
- A $42 service fee will be added to each load requiring the compactor to be rotated at the disposal facility.
- The maximum weight of the compactor and material combined is 10 tons. The city may require the renter to take responsibility for the removal and disposal of excess material as necessary to comply with legal hauling limits set by the California Department of Transportation.
Dumpster rentals are offered for businesses and residents who need waste and recycling service for a limited term. The city accepts a variety of materials and offers several sizes to meet your specific project needs.

*Disposal is a pass-through charge based on tipping fees and is generally charged by the ton based on material type. The renter will be responsible for actual tipping fees. Any revenue received for recycling will be issued as a credit up to the rental cost only.
*Mixed Waste Includes: household trash, furniture, and miscellaneous junk. Some common items not allowed in a mixed waste dumpster include cardboard, paper, and other recyclables; yard waste, lumber, limbs, and food waste. Please let us know what you have to dispose of so we can assist you in selecting the best option.

Note: Actual dimensions may vary.
- All prices include delivery and removal. Disposal is charged in addition to rental fees as a pass-through.
- Do not fill dumpsters above the edge of the container.
- The rental period for 7- to 40-yard bins is 14 days. The rental period for 3-yard bins is seven days.
- Rental prices for 7- to 40-yard bins are per load. Extra pickups for three-yard dumpsters are $64 each. Extra pickups for large debris boxes are the same as the rental price.
- The maximum weight of the 7- to 40- yard bins and material combined is 10 tons. The city may require the renter to take responsibility for the removal and disposal of excess material to comply with legal hauling limits set by the California Department of Transportation.
- Contaminated loads will result in additional disposal fees.
- Residential customers can dispose of large furniture, mattresses, and appliances using the city's Bulky Waste program.
- Prohibited use in all dumpsters: chemically treated wood, liquids, hot ashes, coal, appliances, tires, tree stumps exceeding 12" in diameter, and hazardous waste.
- Prohibited in all three – 20-, 30-, and 40-yard bins: dirt, rock, sod, asphalt, brick, concrete, tile, comp shingle roofing, and landscaping bark. Some of these materials are accepted in 7- and 10-yard bins with specific guidelines. Please inquire for more detail.

Special Event Permits
Special Event Permit Applications must be submitted to the Community Development Planning Division, 2nd floor at Folsom City Hall, 50 Natoma Street.

California Event Recycling Requirement
State Assembly Bill 2176 requires special event coordinators to submit a Waste Management Plan for collecting recyclable materials generated from events if the event serves an average of more than 2,000 individuals and charges for admission. The plan is part of the Special Event Permit Application process.
