The Folsom City Council completed the process to transition to by-district election on March 22 by adopting Ordinance No. 1324. The Ordinance establishes five Council Districts as shown in “Preferred Map 2”. Members of the City Council from Council Districts 1, 3, and 5 will be elected on a by-district basis beginning with the General Municipal Election in November 2022, and members of the City Council from Council Districts 2 and 4 will be elected on a by-district basis beginning with the General Municipal Election in November 2024. Under the by-district election system, only registered voters residing in a Council District may run for City Council for that District, and only registered voters residing in the candidate’s District may vote for that candidate. The City will continue to have five Councilmembers, each serving a 4-year term.
The Folsom City Council held the fifth public hearing on March 8. Following public comments and discussions, the City Council adopted “Preferred Map 2” as the final district map and completed the process to transition from an at-large to the by-district system of electing Councilmembers in the future. The City Council determined that members of the City Council from Council Districts 1, 3, and 5 will be elected on a by-district basis beginning with the General Municipal Election in 2022, and members of the City Council from Council Districts 2 and 4 will be elected on a by-district basis beginning with the General Municipal Election in 2024.

At the continued fourth public hearing on February 22, the City Council selected “Preferred Map 2” as the final “preferred” map for adoption at Public Hearing No. 5, scheduled for March 8. The City Council also determined that members of the City Council from Council Districts 1, 3, and 5 shall be elected on a by-district basis beginning with the General Municipal Election in 2022, and members of the City Council from Council Districts 2 and 4 shall be elected on a by-district basis beginning with the General Municipal Election in 2024.

At a public hearing held at the February 15 special meeting, the City Council picked two draft “preferred” maps prepared by the city’s demographer with input from the Council and the public. These draft “preferred” maps are listed below. The City Council continued the public hearing to its regular meeting on February 22 to further review the two draft “preferred” maps and to select one “preferred” map for adoption at Public Hearing No. 5 scheduled for March 8. At a public hearing held at the January 11 City Council meeting, the Folsom City Council reviewed draft maps submitted by the public and the city’s demographer, as outlined below. The Council selected a smaller set of eight maps to be considered further. The maps will be presented and discussed, and a preferred map will be selected, at a public hearing held during the February 8 Folsom City Council meeting at 6:30 p.m. Share your input at the public hearing or submit your feedback to attydept@folsom.ca.us.
