Pursuant to the California Environmental Quality Act (CEQA) (Public Resources Code (PRC) § 21000, et seq.) and the State CEQA Guidelines (CCR Section 15132), the City certified the Final Subsequent Environmental Impact Report (SEIR)  (State Clearinghouse No. 2023070470) for the Folsom 2035 General Plan Amendments for Increased Residential Capacity Project on August 27, 2024. The City also adopted a Mitigation Monitoring and Reporting Program.

There were no new significant and unavoidable issue areas identified in the Draft SEIR and the project does not result in a substantially more severe impact for any significant and unavoidable impacts identified in the General Plan EIR.

The City prepared an Environmental Checklist/Addendum under CEQA Guidelines Section 15164 to determine if the Housing Element Update and Related Actions project effects were adequately examined in the General Plan EIR or if further review is needed under Sections 15162 or 15163. This document assessed whether current environmental conditions had changed, potentially causing new or more severe impacts compared to the General Plan EIR. The evaluation concluded that no changes associated with the project or circumstances triggered the need for additional review.

Environmental Checklist and Addendum: Housing Element Update and Related Actions - August 2021

The General Plan was also amended in August of 2024 as part of the 2035 General Plan Amendments for Increased Residential Capacity Project. For this amendment, the City made the determination to prepare a SEIR.

Pursuant to CEQA (Public Resources Code (PRC) § 21000, et seq.), the City certified the Final EIR (State Clearinghouse No. 2017082054) for the Folsom 2035 General Plan (General Plan EIR) on August 28, 2018. The City also adopted a MMRP and Statement of Overriding Considerations.

The General Plan EIR, which is a “Program” EIR, is not project-specific and does not evaluate the potential impacts of specific development projects that may be allowed in the 2035 General Plan.

The City’s General Plan was amended in August 2021 with the adoption of the Housing Element Update and the City prepared an Environmental Checklist/Addendum in accordance with State CEQA Guidelines Section 15164.
