The city offers many convenient ways to make a payment. Options are listed below.
Online Billing
- Easy-to-use online portal to access your account and make payments
- Pay by Phone – check your account balance or make a payment 24/7 by calling 916-461-6101, option 3
- Pay by Text – get text notifications about your bill and have the option to pay through text message with your default payment method (sign up when making an online payment or within your account

- AutoPay – automatically pay the invoice amount on the due date
- Recurring Scheduled Payments – set up a schedule to pay a fixed amount or the invoice balance on a specific day of the month

We accept payments at City Hall, located at 50 Natoma Street.
The municipal service billing section of the revenue division invoices residential and commercial customers for municipal services, including water, sewer, and garbage services. Municipal services are combined into one convenient monthly bill.

Buying or Selling Property in Folsom?
Property owners are responsible for utility services effective close of escrow, regardless of move in date. If a seller is renting back the property, any payment for utility services will need to be negotiated between the buyer and seller.
Rental Properties/Renters
Utility services such as solid waste, water, and sewer are the property owner’s responsibility and will be billed directly to the property owner. A utility account will not be opened in a tenant's name.
Property owners can submit an authorization form to allow for the utility bill to be sent in care of a tenant or property manager. All landlords operating in Folsom are required to hold a current City of Folsom business license certificate. To request an Owner/Tenant Authorization form, please email us.
New Construction
Full service charges are applicable from the date the certificate of occupancy is issued. Homeowners need to contact the Utility Billing office and provide full information for account setup before delivery of garbage cans to a new home can be arranged.
Online Bill Pay Portal
Why is the system not recognizing my email or my account number?
If you have not previously registered on the new bill pay website, you will need to re-enroll. On the main page, click the large "Register Now" button. To locate your account, enter your account number without the leading zeros on both sets of numbers. Example: 000123456-000456789, enter 123456-456789. Once you locate your account, select any invoice, and click "Register Selected Invoices." From there, you can enter your email address, create your password and register your account. Is registering online a requirement?
No, registration is completely optional. Customers do not need to register/enroll if they do not wish to.
How can I pay my bill if I do not want to register?
We continue to offer payments to be made over the phone, by mail, through your bank's bill pay service, through the red mailbox at City Hall, and in person. Registration in the online service is optional.
Do I need to enroll if I pay through my bank's bill pay?
Customers can enroll to receive e-bills, or review online bill images, but if payments are set up through your bank's bill pay, you do not need to enroll in a new payment method.
I don't have a computer, but would like to enroll in autopay.
You do not need a computer to set up autopay, recurring payments, or set billing preferences. City staff is happy to assist setting up payments and billing preferences. Please contact us at utilitybilling@folsom.ca.us, via phone at 916-461-6101, or visit us in person at City Hall.
Do I have to receive a bill electronically?
Registration in e-bills is completely optional, as is registering for online payments. If you do not sign up for e-bills, you will continue to receive your bill via mail. If you register your account online, but do not sign up for paperless billing, you will receive a courtesy email as well as a paper bill mailed.
What is a service or convenience fee?
Effective August 1, 2024, all credit and debit card payments will incur a 3.1% fee. This covers card payment processing costs charged by merchant processors and card brands (i.e. Visa, Mastercard, American Express, Discover). This fee will be paid directly to the merchant processor and will show as a separate charge on your card statement. These fees are applicable when processing card transactions online, over the phone, or in-person at City Hall.
How can I pay my bill through e-check/EFT?
Under “How would you like to pay,” click on the drop-down box and choose EFT Check.
How long does it take for online payments to process?
Credit card transactions are authorized immediately and typically take 48 hours to settle. E-check/EFT transactions typically take 48–72 hours to settle and 2-3 business days to post to a utility account.
What is the difference between AutoPay and a scheduled payment?
AutoPay is an automated process that pays your balance in full each billing cycle on the due date. Scheduled payments are manually entered by you for the date you choose.

Utility Bill
How often will I receive a utility bill?
Utility bills generate monthly. Flat-rate sewer and trash services are billed in advance, and metered water charges are billed in arrears. More information regarding rates can be found here.
Why is my first bill so high?
The initial bill generally covers service period for more than one month, therefore will be more than the expected for 30 days of service. Future bills will cover service for only one month. More information regarding rates can be found here.
Billed Water Usage
What are the different tiers on my bill?
Water charges are billed as a monthly base charge, plus usage and any applicable surcharges. The less water used, the lower the rate. The three tiers are from 0-20 CCF, 20-40 CCF, and above 40 CCF. More specific rate information can be found on the rates page.
How can I monitor my water use?
Residents can sign up for Dropcountr to monitor water usage. Users can compare water usage to similar households, receive leak alerts, rebates, and water saving tips. Signing up is quick and easy. Download the Dropcountr app from Apple or Google Play, or go to www.dropcountr.com/folsom
What if I suspect I have a leak?

Will the City waive charges related to leaks?
The City does not reimburse for water leaks or irrigation issues. Residents can sign up for Dropcountr to monitor water usage and receive leak alerts.
How can I reduce water usage?
Water Conservation offers free Water-wise House Calls. City of Folsom water customers can receive a free evaluation of indoor and outdoor water use, including an irrigation check-up.
City staff will evaluate your water usage and make recommendations on how you can use water more efficiently. To make an appointment, call the Water Conservation Division at 916-461-6177 or send an email.
